The injections were in different lots of variable potency to mask the harmful effects in the short term and to spread them out over the longterm.

Under more normal circumstances, where no one in the equation has borne ill will toward any patient, this above might be a reasonable plight.

In this case, punishing the perpetrators of these crimes against humanity must take a very high rank. As well, assuring that such crimes never be easily repeated must be vigorously pursued.
