All BUK missile components are Russian made, including the ones operated by Ukraine's Ministry of the Interior which had recently placed a mobile BUK battery in the very area the missile is thought to have launched from.

In its September 2016 report, the team used witness testimony, intercepted phone calls, photographs and satellite imagery showing scorched land to pinpoint the launch site on high ground at Pervomaiskyi, near Snizhne, in territory held by pro-Russian separatists in eastern Ukraine.

As opposed to immediately inspecting the mobile BUK battery Ukraine was operating in the area, if for no other reason than to eliminate it from suspicion...got it.

Did the "report" include the actual tapes from the Kiev control tower that day, including the interactions with the MH117 or did Ukraine refuse to turn them over? How about the keyhole satellite data...did the United States ever provide it?

How about the viral rumor that the Russian President's plane was scheduled to fly over the Donbas that day in a plane with a similar profile to the Malaysian airliner?

Absent that critical data, and the refusal of the Dutch to let the Russians participate in the investigation at any level my guess is the report you're referencing is a cover up. I know the government of Malaysia wasn't satisfied with it.
