Individual legislators did that. I'm not aware of a single state legislature which requested the delay as a body.
What gave the individual legislators the authority to speak for the body as a whole?
I don't know what or who gave Pence the authority, but he denied the requests from the state legislators.
He had no authority to grant those requests.
He also stopped all objections when Congress reconvened after the "insurrection". Again, the authority to do this remains a mystery.
On the contrary, there were two objections filed - against Arizona and Pennsylvania. In both cases Pence paused the proceedings and sent the members back to their respective chambers to debate and vote on the objections.

If I had been in Pence’s shoes on January 6, I can’t claim I could have stopped them from stealing the election, but I sure as hell would have tried.
I would have done everything in my power as President of the Senate to let the dissenting state legislators be heard - even if all I had was the “bully pulpit” and a microphone.
They would have had to drag me off the podium kicking and screaming.
The Democrats and RINOs would have called me a partisan hack and accused me of abusing my role as President of the Senate for partisan politics.
I would have said “Damn right I’m defending my President and my party! You c@cksuckers are stealing the election!”
Pence did NOTHING.
Fraud was proven beyond any reasonable doubt so far as I’m concerned, but I have been paying attention to what was reported.
