It's really obvious to me you know very little in this area. An accident is getting hit in the head by a asteroid...Or maybe a deer jumping in front of your vehicle. Running a red light, or traveling way over the speed limit, losing control for about 300 freaking yards, rolling your vehicle and plowing into trees is NOT an accident. It's why the pros call them vehicle collisions, not accidents.
Most collisions are NOT mere accidents. There are damn good reasons for these collisions and most of it is directly caused by neglect, inattention, DUI, excessive speed etc.

For example, if the sign and post was 6 feet high, the time it took for it to fall and hit the ground would be .61 seconds. If the sign post landed 50 feet away, the speed of travel would be 82 feet per second or, 55.9 miles per hour. If the sign post landed 75 feet away, the speed of travel would be 84 mph (I used a feet/sec to mile/hour calculator). Hawthorne Boulevard has a speed limit of 45 mph. The air bags and seat belt saved him.

I am able to do this because I have these mysterious powers of deduction. Seriously, after seeing a single vehicle lose control, hit a center divider, a large sign, cross over into on-coming traffic lanes, thankfully no one was in his path, with the vehicle starting to roll at some point, crossing both on-coming lanes, and travels approximately 300 yards, per helicopter pilots, then traveled up onto the shoulder, plowing through brush and into a stand of trees.
Hence, I can safely say this guy was going *way* too fast not to mention the ugly fact most all single vehicle collisions are the fault of the driver. But don't believe me, ask any cop.
