He is scared.
Good question. So I went digging.
“Rather than fly directly aboard the Marine One helicopter to Camp David, Biden flew on Air Force One to Hagerstown, Maryland, and then rode in a motorcade to avoid any bad weather that might surface.”
As for why he was at Joint Base Andrews, he left the White House and went there to board AF1. Same as when he took AF1 to Delaware last weekend.
