He can tell by the composition of the paper where it originated, he can detect when the ballots were printed differently, whether they were filled in by machine instead of pens, and has other tricks up his sleeves.
The problem with crime is that it leaves behind evidence that a smart investigator can detect, in time. Even covering one’s tracks can leave behind evidence...
We just need a legal way to gain access to all the evidence, and the committee just opened that door.
