Trump signs massive COVID relief bill, invokes Impoundment Control Act of 1974

I don”t think the Impoundment Control Act issue has any impact on the wall funding

The bill allocates $1.375 billion for the Wall, but specifically allows the Administration to spend it on non-wall priorities. Biden would probably spend it to support masses of immigrants as they enter the country, with nicer food, lodging, transportation, child care, entertainment, and where available, recreational marijuana. Oh, and voter registration too. Or anything for which his family will get kickbacks.

The letter appears to make exceptions to holding back funds under rescissions (clarifying exceptions).

If I listened to the liar media, I would think Trump caved.

But I see Trump fighting and playing out statutory provisions to get Americans relief and nothing for the Swamp. He did this using the 1974 Impoundment Control Act and end of year timing. People in general don’t see this b/c media “He signed it” without discussing the details.

I provided a link yesterday to end of year deadlines to spend the funds which is quickly done by electronic Treasury transfer from the general fund to spending accounts. The pork is held back by the 1974 Act for up to 45 days (look it up), the impounded funds don’t get to spending accounts, thus expire end of year if not used.

This was an Omnibus CR mashed with COVID relief, it’s not a fiscal year appropriation. Funds are through the end of year only for Federal NOT State. Example: 6 months unemployment benefits get moved electronically today to state accounts. States are not bound to federal deadlines.
Federal funds which are temporarily held back (impounded) expire end of year if unused. Congress could vote no on pork impounds/rescissions but they are out of time.

Stick card trick.

Look-it sucks-but being disconnected from reality is no virtue. Call me what you will-but reality will smack you in the face on the 20th and you can then create some alternate universe where he wasn’t sworn in-and Q still is in charge-even though it was all a lie. See you on the 20th

Although doing nothing more than pushing the democrats to pass a $2000 bill that will hurt republicans who don’t vote for it doesn’t seem that helpful.

If they actually paid for the $2000 by cutting actual spending, it would still not be any better, but at least it would not make things worse.

This is probably correct, meaning this could hold up spending for up to 45 days; except Biden will revoke this deferral on day one, so it will hold up spending for about 26 days or so.

Debbie Downers are (a) listening to the wrong stuff, (b) not reading/listening to the right news, (c) have cognitive problems, (d) have emotional difficulties, or (e) want Trump to lose.

There may be other resons but those appear to be the main ones.
