I believe, having worked as an election judge in Jefferson County CO, if a person walks into a poling place with 10 or more ballots that have to fill out a form. Unfortunately we do not have photo id. Given all the options anyone who does not have a photo id is too stupid to vote.
They are being asked to drop them off at the board of elections, not polling places.
Everywhere votes are being received and/or counted must have observers present. Especially the unionized USPS.
They could do that here in NJ, by a provisional ballot. If the mail-in is not recorded, the provisional is counted.
So what stops someone from voting for you, and then you are disenfranchised? If there are two votes, the provisional should be the one that counts since they can check your ID in person.
If having observers present isn’t possible, then a hidden camera would probably work better.
