Oregon State Police officers notified the Portland Police Bureaus Rapid Response Team that Warner had directed a high-powered, green laser into the eyes of numerous law enforcement officers attempting to disperse the riot. Warner resisted arrest, prompting officers to use force. Officers found a black, pen-style laser pointer on Warners person. Warner was taken into custody and later released.
I will have to call b.s. on this. A laser pointer, although obnoxious is not a high powered laser. However, the recipients of the laser light have no way of knowing if they are being simply annoyed or are being blinded. Using a laser pointer on police, should be illegal and may be illegal, even if it is not a high powered laser.

I must respectfully disagree. Although many laser pens are in the range of a few mW (milliwatts),many are available from 500mW (1/2 Watt) up to 5000 mW (5 Watts) and higher.
Devices rated higher than 500 mW are rated Class 4 devices and can cause serious injury with either direct or reflected exposure.I worked for laser companies for 15 years and laser eye safety is no laughing matter.

Sorry dude, attacking a LEO with a potentially blinding laser is not unserious, but I think I get your point. I would like these domestic terrrorists to be charged with riot, arson, sedition and assault. Since nothing else has stuck what would you recommend ? I know it's dangerous to attempt to speak for others, but I believe dsrtsage's point was this: Compared to the seriousness of the act (attempting to blind police officers), the charge of civil disorder is woefully inadequate - the equivalent of jaywalking.
To quote PubliusMM (in post #28), "The charge should be felonious assault with intent to inflict grievous bodily injury." Something like that sounds reasonable to me.
I will note that it sounds like this might have been an additional arrest to add further charges (or maybe to add federal charges on to current local charges.) It sounds like he/she/it was initially arrested on Aug 8, and then arrested again on Sep 2, all from the same incident.
