Rioters and looters should be shot by the ordinary citizens whose lives, persons or property they threaten ... covers every class of rioter nicely.
But make no mistake about it: there are distinctions that need to be observed. Doing so on your own, where the scum are coming at you, is in a different sort of category from banding together with your neighbors in concert as the latter as militia needs some level of discipline, clear cut rules and limits ... it’s also probably better to drill together before the SHTF. And not just because the rioters possibly knowing THAT neighborhood is a no go zone during them doing their stuff: importantly having people covering your back who you don’t know what they’ll do leaves you in a position of them flaking out on you to your surprise.
