I work for a company in Massachusetts but live in Georgia. I do not pay any Massachusetts taxes but rather Georgia taxes. In the past I’ve worked for companies that required me to spend an extended amount of time (30-60 days) in another state. My income tax is based on where I am a permanent resident not the location I am working at.
If a company from NY hired me to work in NY for a period of time I would expect to pay NY taxes.

1. Taxing people who work in your state but do not live there is unconstitutional. The fact that it has not been challenged changes nothing.
2. You should have told them that when you asked them to come and help. That you didn’t, constitutes fraud, and you should be jailed.

Not income from your state of legal residence. Needless to say the Governor is disinterested in any of those paid volunteers relocating to NY. Or in raising "volunteers" if needed in the future.
