NEWARK - The Christie Administration has agreed to put in place new rules regarding quarantines to guarantee due process as the result of a suit filed by the nurse who was unfairly detained by Governor Chris Christie, advocates announced today. In addition to procedural protections, the changes pending court approval will ensure that quarantine only occurs when medically necessary. Kaci Hickoxs team has described it as a Bill of Rights for those subject to quarantine and isolation.
Kaci Hickox, who was detained in Newark Airport after coming back from treating Ebola patients in West Africa, reached an agreement (PDF) with the State of New Jersey to ensure that people facing situations similar to hers will have their rights protected. Hickox was represented by attorney Norman Siegel, attorney Steve Hyman, and the ACLU of New Jersey.
“We’ve achieved what was needed: procedures that will ensure that no one will have to go through what I experienced in New Jersey, and that no one will be quarantined unless it is medically necessary to do so,” said Kaci Hickox. “The settlement upholds the principles and values of liberty and due process.”
The settlement recognizes the right of the quarantined individual to retain counsel and consult with a lawyer, challenge their quarantine, have a hearing, send and receive communications, have visitors, present evidence, and cross-examine witnesses.
Hickox landed at Newark Liberty International Airport on October 24, 2014, en route home to Maine. She was held against her will despite showing no symptoms and engaging in no activities in Sierra Leone that would have put her at a high risk for contracting Ebola.
“The settlement of Kaci Hickox’s lawsuit creates a new Bill of Rights for individuals subject to possible quarantine or isolation in New Jersey and sets a model for other states to replicate,” said attorney Norman Siegel of Siegel Teitelbaum and Evans, who began representing Hickox when she was still confined to a tent in Newark.
After detention at the airport, Hickox was held in a field tent in an unheated parking garage at University Hospital in Newark. She had access to a portable toilet but not a shower, and had to ask for extra blankets. Ultimately, she was released and allowed to return to Maine. Even after a negative blood test, however, New Jersey held Hickox for an additional two days, stretching her confinement to more than three days. She filed suit to challenge her detention in 2015.
Under the agreement:
Quarantine or isolation will be imposed only when medically and epidemiologically necessary to prevent the spread of Ebola.
When those measures are carried out, they must be in the least restrictive means to prevent the spread of Ebola, and after less restrictive measures have been explored.
To authorize quarantine, there must be a comprehensive order documenting information such as the legal authority under which the order is issued, the medical basis of the isolation, and a statement explaining the right to retain an attorney and appeal, among other provisions.
Our government has a responsibility to consider the rights of anyone they detain, and for Kaci Hickox, that obligation was not honored, said Steve Hyman of the law firm McLaughlin and Stern. Because of Kaci Hickox, the New Jersey government will not be able to make any quarantine decisions without providing people with opportunities to assert their rights.
The new policy is extremely thorough, dictating rules for items such as thermometer standards, and it mandates the New Jersey Department of Health ask the Centers for Disease Control and Prevention and the treating physician for their opinions on whether quarantine is appropriate.
This is a victory of justice and science over fear, said ACLU-NJ Legal Director Ed Barocas. Kaci Hickox had the right to challenge her unwarranted detention, and because of her fight for due process, those rights for New Jerseyans are now more secure.

SPRINGDALE, Ark., April 22, 2020 (GLOBE NEWSWIRE) — Tyson Fresh Meats, Inc., the beef and pork subsidiary of Tyson Foods, Inc. (NYSE: TSN), announced today that its Logansport, Ind., facility will voluntarily close while its more than 2,200 team members undergo testing. The company is working closely with the Cass County Health Department to conduct COVID-19 testing beginning as early as tomorrow.
The pork processing facility, which produces three million pounds of pork daily and helps support more than 250 independent family farmers from across nine states, suspended production for one day on April 20 for additional deep cleaning and sanitizing. Since then, the facility has been running at limited production and is expected to stop production on or before Saturday, April 25.

Hormel Foods and Jennie-O confirms there have been positive cases of COVID-19 diagnosed among employees at its Jennie-O plant in Willmar.
“As team members are impacted by COVID-19, we are doing whats right and that includes quarantining and ensuring all close contacts are identified and also quarantined, as well as transparent communication with our team members, including translating communications into multiple languages. All impacted team members continue to receive 100 percent of pay and benefits while they are away from work,” Hormel and Jennie-O said in a statement. “We will also be transparent and report any possible closures of facilities due to deep cleaning or staffing issues that may be caused by COVID-19. We are not reporting individual cases as we have found that the situations in our communities are changing daily.”

Provincial health officials confirmed Wednesday that a worker from the JBS meat packing plant near Brooks, Alta., has died while awaiting results from a COVID-19 test.
There are two additional deaths in Brooks in people with COVID (tests) pending, one of those was a worker at the JBS plant site, said Dr. Deena Hinshaw, Alberta Chief Medical Officer of Health.

South Koreas health authorities said Wednesday that they believe patients who test positive for the novel coronavirus after being declared virus-free have little or no ability to infect others.
The center has completed in-depth examinations of six out of 39 relapses so far, and all six patients came out negative in virus cultivation tests, according to the Korea Centers for Disease Control and Prevention.
Korea has 207 patients who have tested positive for a second time after apparently making a full recovery.
Even though they tested positive for the virus that they showed to be negative after the virus was separated and cultivated separately has led us to believe they have little or no infectivity, KCDC Director General Jeong Eun-kyeong said during a daily update on the novel coronavirus situation.
Reemergence of the virus rose as a point of concern with cases of patients catching the virus after being declared virus-free, coupled with health authorities warning the contagion is most likely to strike again.
Health authorities have also tested 25 survivors of the novel coronavirus and found that they had developed antibodies after being infected.
Out of 25 survivors with coronavirus-neutralizing antibodies, 12, or 48 percent, tested positive for the virus again in genetic testing, according to the KCDC.
We speculate the duration in which the virus remains in patients body differs case by case, even though they have developed antibodies.

Like many people around the world just now, those living in the São Paulo neighbourhood of Paraisópolis are terrified of covid-19. But, with a national president in denial of the pandemic and authorities that would rather forget that the slums even exist, these residents couldnt wait for help. So, in March 2020, together with a non-profit organisation, they decided to help themselves.
They hired a private medical service with three ambulances equipped with an intensive care unit, as well as two doctors, two nurses, drivers, and first aid workers. The medical team takes turns on 24 hour shifts to attend to people with suspected coronavirus infection, to help stop the spread.

After the novel coronavirus made its way from China around the world, one country after another adopted harsh measures to stop SARS-CoV-2 from spreading and overwhelming hospitals. They have hit the pause button on their economies and their citizens lives, stopping sports events, religious services, and other social gatherings. School closures in 188 countries affect more than 1.5 billion students. Borders are closed and businesses shuttered. While some countries are still seeing daily case numbers increase, othersfirst in Asia but increasingly in Europehave managed to bend the curve, slowing the transmission of COVID-19.
But what is the exit strategy? Weve managed to get to the life raft, says epidemiologist Marc Lipsitch of the Harvard T.H. Chan School of Public Health (HSPH). But Im really unclear how we will get to the shore....

Earlier this month, a tiger at the Wildlife Conservation Societys Bronx Zoo tested positive for the novel coronavirus (COVID-19).
Nearly three weeks later, the zoo has announced that three more tigers and three lions that had been showing similar symptoms have also tested positive for the contagious virus. An additional tiger that had not shown symptoms also tested positive.

11 have died from virus at northern Virginia care facility

FALLS CHURCH, Va. (AP) A coronavirus outbreak at a northern Virginia long-term care facility has resulted in 11 deaths and dozens of illnesses over the past month.
The outbreak at Dulles Health and Rehab Center in Herndon began with a positive test for the coronavirus March 28, said Jeannie Adams, director of legal services for Commonwealth Care of Roanoke, which provides management and consulting services to the Herndon facility.
Since then, there have been 63 positive test results of patients at the facility. Of those, 47 are still receiving care there.
Adams said Wednesday that 19 staff members have also tested positive...

Nashville, Tenn. — Today, Tennessees COVID-19 Unified-Command Group released new data on COVID-19 in the states long-term care facilities and outlined its action plan on how to prevent further cases and mitigate existing clusters within these facilities. Starting today, the Tennessee Department of Health will report the number of confirmed cases and COVID-19-related fatalities in all long-term care facilities across the state. The Departments website will be updated every Friday at 2 p.m. CDT to provide this data.

Trump disagrees ‘strongly’ with Georgia reopening
The president also noted he disagreed “strongly” with Georgia Governor Brian Kemp, a fellow Republican, who has decided to reopen some non-essential businesses.
“I told the governor very simply I disagree,” Trump says, noting “safety has to predominate” in reopening the states.
