Your scenario only works in two cases: the holders of the House lie with impunity and the enemy of the People -the devilish dead soul media- promotes the lies as truth; the POTUS actually does or has done while President some actual high crime or misdemeanor. The first is what we are witnessing now, with the enemy promoting the many many lies as truth.
