History:
This was interesting. I didn’t remember that there were parts of New Hampshire that didn’t want to be in the new country. But I did remember that government was even then filled with unprincipled politicians.
New York ran a feudal system that was no different than Europe’s medieval period. A group of wealthy English and Dutch families controlled the land in the Hudson Valley and staffed the land with tenant farmers. Because the tenant farmers did not pay the property tax, they could not vote. The landowners voted.
The problem occurred when New York gave land grants in Vermont to the wealthy Hudson Valley families. New Hampshire granted the same land to smallholding farmers who actually farmed the land.
This was an era when ownership was determined by who payed the property tax. New York forced the issue by sending sheriffs into Vermont to collect the tax from the people holding New Hampshire land grants. The farmers raised a citizen’s militia to harass and repel the invading New York sheriffs.
New York and New Hampshire began polishing their muskets and sharpening their swords for a war to settle the issue. But then the incidents at Lexington and Concord caused both colonies to table the issue until the greater question with the Mother Country would be decided.
Two of the militia leaders, Ethan Allen and John Stark, played major roles in the War of Independence.
When the war ended, Vermont went into negotiations with Great Britain to join Canada. Lord Dorchester, the Governor-General of Canada, had previously been Sir Guy Carleton, the only British commander that George Washington genuinely feared. Now as Governor-General, Dorchester was trying to strangle the new American infant in its crib.
Washington knew that a Canadian Vermont would be a salient, a spear, aimed right at New York, the current capital. He had Secretary of State Jefferson craft a discreet letter to the Vermont government informing it that it could apply to become the 14th state or face military action. Vermont applied.

Wonderful explanation, Publius. That’s bringing the faintest of memories scratching at the back of my mind. But the Jefferson letter is completely new. Fascinating. Wonder if it ever ended up in some official file.
It must have, else it would not have showed up in the book in which I read about it.
