It is poorly written. It isn’t clear. Rewrite it in spoken, active voice and then it will sound much clearer.

A reliable source that wishes to remain anonymous revealed that it was Anderson Cooper.
Question most clearances are based on NEED TO KNOW so how did he access this stuff...what really bothers me is this statement “An indictment alleges that Frese accessed classified intelligence reports, some which were not connected to his job duties” ...if not part of his job duties then how did he get his hands on it?
Clearly we are seeing this all over example, our whistleblower...

CLEARANCE is based on your need to access information at a particular level of classification for your job. ACCESS is on a “need to know” basis, however only a small amount of very sensitive info is compartmentalized. Having access to a Top Secret network gives you access to a lot of stuff you don’t have a “need to know” of. Once info is designated SCI, access becomes much more limited.
After observing that no criminal actions have been taken against Clapper and Brennan for leaking classified information and lying under oath, this guy figured he had no worries.
