It's a relatively small appropriation, repurposed funds subject to a presidential designation. 7058(d) ...

21       (4) The amounts repurposed under this subsection are
22 designated by the Congress as an emergency requirement
23 pursuant to section 251(b)(2)(A)(i) of the Balanced Budget
24 and Emergency Deficit Control Act of 1985 and shall be
25 available only if the President subsequently so designates

There is some detail. I think the grand total under 7058(d), the only repurposed funds, is 145 million dollars.

One thing about the “other places,” at least the ones that aggregate Q-posts. They keep the removed ones up, without notice, so from there, you don’t know Q-activity that consists of Q-post removal.

So there’s no need for a high rate of fire per your interpretation of the second? The founders most obviously intended the 2A to be for defense, and intended it to avail the citizenry of access to weaponry commonly available to Infantry.

While it’s obviously a waste of ammo for many, the bump stock does provide the commoner with the ability to produce effective suppressing fire.

Additionally, approaching the idea of “safety” from the standpoint of object control rather than individual responsibility creates the fertile environment government needs to flourish. They can run amok studying the cost/benefit structures of objects and creating bureaucracies to manage and regulate them and decide who needs them and doesn’t. Once they’ve “solved” the issue of something like a bump stock it’s not long before they see that a budget cut is avoided by tackling the “important issue” of something like a semi automatic rifle...
