Windows 10 was free and still they could not get people to upgrade. Now they charge money so no way. Only way is to cut off Windows 7 from being sold at stores and blocking updates and only allowing Windows 10 on new pc’s.
Windows 10 is not that bad but it is spyware all the time.

Yes. Win 10 plus Classic Shell (http://www.classicshell.net/downloads/) with the Classic Start Menu will be immediately usable by someone who has never used a version of Windows after XP. It puts everything back where it is supposed to be.
I have to admit that I do not hate Win 10. It has been quite stable.

Microsoft will stop extended support for Windows 7 on January 14, 2020. Your new Win 7 laptop will still have plenty of life left in it in 2020, but you will be running an abandoned operating system. Microsoft will stop patching security holes, and hardware/software manufacturers will eventually stop supporting Win 7.
In my opinion, buying a new Win 7 computer is a mistake. Just buy a new Win 10 computer and immediately install Classic Shell.
If you have a WX license, you have “downgrade” rights, which will enable the user of a proper OS like W7, but you need the install media (and hardware for which W7 drivers exist).
