According to
this slashdot story, Microsoft has backed off of killing paint. Personally, I've always thought paint was garbage, kinda like notepad, which doesn't even understand what a ctrl-backspace is, it is the least functional product it can possibly be, without being completely non-functional.

Paint was where hundreds if not thousands of future digital artists ‘earned their wings’ and became anything from webcomic authors to professional Photoshoppers to any manner of graphic artists. I am genuinely happy to see that M$ has actually backed off from killing Paint.

Or grab a copy of PhotoShop CSC 6.
The last standalone edition of Zoner Photo Studio 18 is also excellent.
