The guy created a real problem for himself. Hopefully he will think creatively and eventually find a way to succeed despite his self-induced handicap. For example, Nick Vujicic has no arms and no legs and has DO BF a way to be inspirational.

The ‘idiots’ will set it up so people won’t ‘embarrass’ themselves by ‘asking’ for the grant so ANYONE who applies will get some cash.
Of course, it will be demeaning to send someone to check and make sure a tattoo was removed.
