Ironic that the Sierra Club got it right, but the bureaucrats in Sacramento rejected the engineering advice so they could spend the money on benefits for illegals.
There are two spillways on a dam. One is small and it concrete lined. It drains excess water regularly after rains. Evidently, this one was not maintained because a section of it failed. I have seen concrete slabs in one that were lifted up and thrown a long way downstream. Then the exposed dirt erodes quickly and destroys the dam.
The other spillway is large and turf covered. It drains excess water on rare occasions when the concrete flume is overwhelmed. Evidently, this one was not maintained because sections of it failed. One of the things that is supposed to be done is root out all trees and bushes that sprout in the spillway. If not done, the trees are uprooted by the waterflow. Then the exposed dirt erodes quickly and destroys the dam. The turf must be regularly overseeded, too.
I have had to replace sections of concrete flumes and regularly dug out small trees and bushes on dams. This is what was not done here. There should be reports of regular inspections and what was done on file (with the signature of the inspector).
What when wrong on this one? How many others are in similar conditions? Where there is one like this, there has to be more.
That's why the Army Corp of Engineers built the new Folsom Dam Auxiliary Spillway, which allows Folsom Lake water to be released at a lower level (by the time they have to open the main spillways at Folsom Dam now, it's already dangerously high). Scheduled to be operational by fall 2017, I wouldn't be surprised if the Corp of Engineers may allow it use as early as this spring if the concrete of the spillway has settled enough for its usage.

Bingo!!! They have had ample opportunity to address this issue during the draught when it would have been easier to do so. Instead, their focus was on "politically correct" issues like giving sanctuary to illegal aliens including felons, imposing gay marriage on the people vis a vis activist judges overriding the peoples' vote, etc. etc. and using tax money that could have been spent on dam repairs to finance other areas of the radical liberal agenda that had nothing to do with infrastructure.
Where else but to finance the radical liberal Rats and their agenda???

Well. Would certainly care what would happen to Mr. Robinson and his history making server. However the comment stands. Over the past twenty years the reality is that California has devolved into something that has markedly lowered the regard most Americans once had for it.
I wouldn’t bank on Sacramento not being affected. It is already btw - 3 levies breeched on Consumes River, another has a hole in it (Tyler Island Walnut Grove) a part of Elk Grove flooded (no surprise there), Dry Creek (Elkhorn/Rio Linda) and Arcade Creeks (ARC) above flood levels.
Shasta Dam (concrete arch) is at 96% and rising, and had cut the output slightly to ease the pressure being put on the Sac River by Oroville release. Today they increased the flow rate to 70K and for the first time in over a decade opened 10 gates. Add that to Oroville’s 120+K and it’s a not good situation for those downstream already fighting the water.
