Most people use .300 blackout subsonic rounds. Sort of like an AK bullet on a 5.56 size cartridge. Because nobody expects to use one over 100 feet anyways...

Nothing to sneeze at. I suppose not, but it looks awkward to deploy accurately. A good service pistol seems like a better in most cases.

I suppose not, but it looks awkward to deploy accurately. A good service pistol seems like a better in most cases. A good service pistol would be better in most cases. The advantages of 5.56 are (1) energy (5.56 has over twice the muzzle energy of 9mm) and (2) penetration.
I don't know how much muzzle velocity is lost by having the shorter barrel, but 5.56 will generally penetrate Kevlar and car sheet metal, which may be why the thug was carrying it. A 5.56 pistol may be hard to conceal on your body, but it makes a very handy weapon for drive-by shootings.

If the objective is to use it in a drive-by, the shooter likely would not be able to shoot a service pistol accurately either.
One thing that is done with such pistols is to use a sling, like below:

Instead of pulling a stock into your shoulder, you push the pistol out to let the sling steady it. You also use a holographic sight.
