Will this “sustainable village” have judges to resolve disputes arising between the inhabitants? If so, how will these judges enforce an order to pay damages? There is no reliable way to confiscate bitcoins.
Claims to be a testbed for research to combat pollution, overcrowding and scarce resources, then they want to build in a spot with NO resources and NO land to manage wisely. Don't know how they intend to start without Billions of dollars in donations and ongoing, continuing support from the mainland.
Some rich folks might be interested, just for the tax advantages. A few addled greenies might give to save the erf, if they promise to build a unicorn sanctuary.

Most of these 'colony' ideas end in disaster. Attempting to form one in the open ocean, likely just speeds the process.
That said, a few Islands in the Caribbean pretty much act as private play grounds for the rich and famous, even now, don't they?
The guy who owns Virgin Atlantic comes to mind. And remember the sex fiend pal of Bill Clinton had such. Bill even visited his island, IIRC - probably to discuss how better his foundation could help the world's poor - I hope.
