The Senate is holding hearings on these kind of deferrals as per a recent thread. It is supposedly another Constitutional end run.

Yes, this is how it works.
1) Intel gets slapped with a 1.2B suit filed by Andrew Cuomo in NY.
(NY was funding an AMD fab that turned out to be a very bad investment)
2) Intel is then forced to support diversity and green energy plus pays the 1.2B.
3) Future lawsuits vanish, Gov contracts showup at Intel’s door.
