If the drone owner wants to hover all day that is fine with me. He will soon be bored to death. ;-)
There are quite a few drone hobbyists in my area.
They can legally go to 400 ft. altitude, but must stay a distance from airports.
One guy is making a name for himself, flying his drone from the end of a pier, out over the ocean and filming sunrises, sunsets, the coastline and offshore islands etc.
Impressive photography so far. I believe the drone and camera together can easily exceed $1,000—I do not know.
I do not think this guy is looking to get somebody angry and damage his belonging. I see him operating fairly high up.
The drone photography is being used for high end real estate marketing.
A directional high gain antenna and a noise generator tuned to their radio control frequency and that thing is coming down. Then it is “No you do not have permission to enter my property. If you do I will consider you a trespasser with hostile intent and respond with deadly force.”
This is one case where firearms really are the “power”.
