Wayne, who because of his Latino wife had connections in Central America, had talked with some of the Panamanian bishops and Americans backing the treaty and thought that there was nothing in it that would endanger American interests. He tried to arrange a meeting between one of the bishops and RR, but RR refused, and that’s when Wayne called him names.
