Yep, usually the case. For this, they’re talking about arsenic levels that were LEGAL 10 years ago...that are, for some reason, not legal now.

Go spool-up some well water from just about anywhere they’ll exceed today’s levels.

I’m surprised to see Franzia and Vendange on the list! I’ve drank quite a lot of Franzia over several years, and I drank some Vendange too. I’ve never, ever got real sick on those, accept when I drank a little too much at one time, and got sick to my stomach! I hope they don’t take those off the market, especially Franzia. I liked Vendange’s Soft Red, but they don’t sell it anymore in my local liquor store! I still buy Franzia once in awile, but their Red Delicious, or Chillable Red, whatever it’s called, was getting a little too tart for me. But I never got seriously and dangerously ill from it!
