The mistake was the permit - they do have the right to inspect the work done, if a permit is pulled. I doubt that they can legally re-assess based on that walk-through, but people in city hall do talk to each other.

Yep, true in Houston, although they never seem to have a problem raising people’s assessments anyway.
Yes, my city did this when we built on to our home. My neighbor warned me that they will add an assessment on everything from floors to counter tops if you let them in.
Luckily, we have a front gate that they couldn’t get through. They would sit out there and honk and leave letters saying they would have to do an assessment sight unseen. This went on for over 2 years.
The best part is that they only had 3 years by law to do it, and they never did.

It is government and no, they have absolutely no right whatsoever to enter your dwelling.
You don’t know that he isn’t there to snoop; he is government and could be there to scope out who has what. I am always extremely wary even if Time Warner or DISH says they need something inside.
The govt representative is an assessor.........not an appraiser. Big difference.
