True, but the usual screening,at least in civilized nations is a psychological one. This guy is certifiable. Key element is that it is “kuranic” the method of killing— hence the hands on approach. Civilized nations until recently made an effort for humane, quick execution— or painless. Even the guillotine was thought to be so. Chemicals— definitely. The legal function to remove the un rehabed (or -able) criminal is done without fanfare. Ideally without any publicity before during trial and after.
He sure got happy when he started talking about strangling the cats and dogs.

To avoid confusion, in Egypt this means hanging.
There might be some confusion as some countries with bad associations with hanging during the British Empire, came up with an alternative means of strangulation.
Typically there is a large, wide post, sunk into the ground, with two rope holes in it at the same height. A rope is fed through, leaving a loop on one side. The prisoner is sat down, the loop put over his head down to the neck, then from the other side, the two ends of the rope are tightened like a tourniquet.
This avoids several problems associated with hanging, such as having to calculate the weight and height of the condemned to determine their drop length. And if they are dropped too little, they strangle rather than having a clean neck break. And if they drop too much, their head pops off.
He hanged (hung?) small animals for fun and lied about why he did it.
