I won’t ask what a praises is. BTW, what happened to Chet? Did someone give him a Drano burger by mistake? One meant for a Pit Bull?
It seems all the dog killers have given up. Maybe they’re out lacing hotdogs with antifreeze or burgers with Drano or hamburger meat with rat poison. I really don’t know.
Praises is automatic spell correct on a tablet and me not catching it. I have no idea what happened to Chet but I miss him.

...that you have never attempted to train a "pit bull", in other words your actual experience with the dogs is nil
...all your assertions about "pit bull" behavior are nothing but descriptions of any terrier type behavior
...you are paid to give negative testimony in court,
...your financial motivation disqualifies you as a disinterested and objective commentator
...you have no qualms pointing to a proven repository of lies, that is dogsbite.org, to bolster your own lies.
I have no desire to argue 'truth and facts' with you,
you are a stranger to both and my time is too precious to waste arguing with a closed minded fanatic
making money and a name for himself off the pain of dog bite victims
without offering any solutions to lessening or eliminating dog attacks
other than the demonization and extermination of his cash cow.
We aren’t talking about your situation, nor was the OP talking about your neighbor. The OP asked about his neighbor’s dog roaming free, and unless I missed it, the neighbor’s dog had not killed his cats. In civilized society, neighbors talk to each other, and then things escalate if that fails. I’m sorry you don’t live in a civilized neighborhood. I’m also sorry about your cats.
And, no, if my neighbor’s dog had killed two of my cats, I would have gone over and told the owner that if he didn’t get rid of the dog, the dog would disappear anyway.

In a civilized society a neighbor wouldn’t let a dangerous animal threaten their neighbor let alone ignore it when it did happen.
Agreed, but regardless, the proper thing to do is to ask the neighbor to secure his threatening dog. I’d only ask once, though.
Your update sounds worse than I thought. Have your neighbors call and complain as well. There is more power in numbers than one person calling with a complaint. Secondly, chaining an animal is cruel IMHO. No wonder the dog is aggressive if he has been chained up all his life. Any dog or breed will become aggressive if it isn’t allowed to socialize and become part of the family. Thirdly.. the purchasing of two females to breed. Well, that is being done for only two reasons that I see: to sell the puppies or your ex-con neighbor has fantasies of becoming Michael Vick. Either way... if they treat the first dog in this manner, I don’t have high hopes for any other dog they raise. Good luck on this one, RR! It was a response to your erroneous assertion that all pit bulls will kill all cats.
But you knew that...
Don’t put yourself in harms way by threatening to shoot the dog or even consider discharging a firearm in a residential neighborhood...you will be the bad guy no matter what the dog does.
There has been good advice offered...develop a paper trail; one-time talk to the owner, and arm yourself with pepper spray or better, hornet and wasp spray. This stuff is better than bear spray...more potent and you can shoot a stream about 25-feet.
I have lost track of the number of near major battles I have gotten into with stupid dog owners. The last round involved .22 cal bird shot and it worked very well.
And I have owned Rotties for 38-years and have never had a neighbor-related problem with my kids.

It wouldn’t matter if he ever attempted to train a pit bull because that would be anecdotal information on one dog. Researching the breed first, reading the accounts of others, looking at the death and maul statistics would all give a broader, more accurate view of the breed. Based on research or common sense, if he realizes the behavior of the breed and therefore chooses not to own or train one: this is not a strike against him or his credibility
Does terrier type behavior include leading the nation in human fatalities? No. Not all terrier type dogs have pit bull behavior. Pit bulls lead the body count - the next in line is Rotties as far as stats go and these days, not other terriers.
Expert witnesses are routinely paid to give testimony in court; this information becomes part of the court record. Experts have to earn a living and are unable to volunteer their time to the numerous court cases involving pit bulls (and other trials). Doctors, lawyers, psychologists etc. all get paid because they don’t have the time to volunteer. The court decides whether to view the testimony of an expert witness as disinterested and objective commentator.
You say that dogsbite.org is a proven repository of lies but I have asked pro pitters to provide evidence that the people documented as killed or maimed were not actually killed or maimed. (I was just reviewing the 2013 gallery of dogbite victims and they include one German Shepard and one Rottie.)No one has ever provided evidence that the documented deaths/maimings are false. They’d have to disprove quite alot of documented killings/maimings by pits before the damage done by pits even drew even with the damage done by Rotties which are much larger.
Those documented deaths, the harrowing medical accounts of maimed children with faces, limbs, muscle groups missing following dog attacks etc. - there is no way to refute them with evidence. All those newspaper accounts and photographs and videos and witnesses who try beating the dog to make it let go. All the owners and family members who spoke of their beloved pets, how they raised them from puppyhood and treated them like family membmers. Too late dude. Evidence doesn’t exist to support your assertions.
It never was a mass conspiracy - it’s a society trying to cope with the inclusion of animals bred to kill among people used to dealing with domesticated dogs (bite and release, not the classic shark attack common to pits). Read the 2013 roster of pit bull fatal attacks and count how many people were walking on the street, playing in their yard, visiting a friend, standing in a driveway etc. Prove these attacks didn’t happen where they happened? No, you can’t.
I assure you, I live in a very nice and civilized neighborhood. I doubt you could afford my home. Civilized neighbors should not have to go to other neighbors and tell them to control their dogs.
You sound like a liberal trying to transfer personal responsibility to others as if it is someone else’s responsibility to take care of other peoples dogs. That is why our society has so degenerated.

I once heavily sprayed two attacking dogs with the mailman pepper spray. They didn’t even slow down. They didn’t notice it at all. AFTER, they were quite red and irritated, and rubbing themselves, but that’s not the point. If it had been me they had been attacking, I would have been in trouble.
Now, I’m not sure of the difference between the PO issued mailman spray and any other.
A friend's sister was walking along a Forest Service road here and unexpectedly came upon a young bear. Without thinking she immediately brought up the bearspray can she was carrying and gave it a strong stream right into its face, whereupon the animal bolted from the road and up the hill as fast as it could go, bawling all the way. I did not personally see it happen, but that is how it was relayed to Me so at the very least I would spend some personal funds and buy some of the good stuff from one of the bigger Outdoor, Sporting, Hunting and Fishing stores that one of the experienced outdoors-types recommends.
The only Government Standard Issue item I have ever trusted was the M1911. Anything else I always customized and tweaked as much as possible for instant and flawless operation.
