More than likely a bird as you surmised.
Which bird gets more difficult.
Unless you can spot the little blighter, you are stuck to guessing at best.
Depending on part of the day, it could be a mourning dove, or it could be one of several owls.
Or a “Chuck-wills-widow”, yet another nightjar bird that seems to have regional variations in the call it makes.
Here in my area we had one [way far away from where it was supposed to be from what I guess] that sounded like it was saying ‘Wheee-ooo-whee-ooo-wheee-ooo’ instead of the usual noise.
Sounded like a ‘grumpy old lady wrapped in a shawl and muttering’ pretty much.
Common Nighthawks aren’t so common in my area, but whip-poor-wills are.
So when I saw the bird, I initially thought it was a Whip-poor-will.
And then it got bored with me loking at it, and the person with the camera was too annoying in their approach, so it flew off.
A little bit later we heard the “Peent!” and the buzzing noises.

Since you were around the area of the dnc convention. Did you hear their squeals when they could not fill the stadium? Heard there was gnashing of teeth, and much screaming and yelling. Heard zer0 went wild. Moochelle is said to have nearly ate the mayor. Heard it was terrible. Was nowhere near the place. Many many miles away. Gave me peace. See you and yours survived, and this is good. Glad you'all made it.
We are maybe 15 miles from “uptown,” so the DNC didn’t affect us much. I was concerned about traffic on the Thursday, but nothing happened in the areas I needed to travel. It was funny that just as Sean Hannity was saying it wasn’t going to rain in Charlotte that evening, it poured on us! I was going into church for a meeting at 4:00 p.m., with several children, and we got drenched.
I think the “scattered thundershowers” saved face for Obama a little, since weather concerns were their cover story to avoid mentioning the attendance at 20% of what they’d hoped.
