The "creates tension;" is Bravo Sierra. The simple fact is that an apoggiatura is a written 'bend' in the musical note, and bends invariably evoke emotion. They are used in the blues and in bel canto opera-singing because of that.

“Going Home”, from the “New World Symphony” The military band played it on the tarmac when Reagan’s casket was brought back to California. That was emotional.
