That's true of just about every state. My daughter attends Central Michigan University ($10k in-state; $23k out-of-state). In Michigan we don't offer in-state tuition to illegals.

The more you offer illegals, the more likely they are to come, which is why so many are leaving Arizona for California and Texas.
