What you said about images taking memory and memory costing money doesn’t make any sense. FR doesn’t save any images, only the links.

My assumption is that I could have a first page listing the table of contents with clickable titled topic pages listed thereon.
I have no idea how to go about that.
Is there a section of some tutorial somewhere that could help me out?
