I don't know if UFOs are aliens or something else or nothing at all. However if these UFOs want to be seen (as the article claims) then they can be seen only at night. The sky is too bright at daytime, and it's hard to see a small craft that is flying high.
At night a moving light source stands out and will be easily detected, but not photographed in detail because of small size of the light source (the craft may be larger, but it's dark.) There basically is no detail to photograph outside of the filament of the light bulb, or an arc in xenon, or whatever light source is used.
This particular event could be staged with four civilian helicopters, for example, flying high enough so that the sound is not heard. Bell 212, for instance, has ceiling of 17,000+ ft. - should be plenty to not be heard, especially if they are flying over an inaccessible terrain, so that there is nobody directly underneath.

Are these lights “EPA Approved”?
That’s an interesting video and I don’t doubt it shows the lights going behind the Estrella Mountains, but the lights were seen at distances of a hundred miles or more from there that night.
My cousin, who is a PhD engineering professor, saw them directly overhead at Cordes Junction. This is a good sixty miles from the mountain range in the video. He also saw the stars in between the lights obscured by an exceptionally large triangular black aircraft.
He is the very picture of rational skepticism, and dismisses both the “flare” theory and the notion of alien visitation as 100% bunk. He suspects it is some sort of classified military project, or perhaps a very elaborate prank pulled off by a super-rich nerd like Steve Wozniak or Paul Allen, and I also agree that this would be far more likely than a ship full of little green men from another galaxy.
