i asked that of the late Devereaux G. Cannon, who was VASTLY knowledgeable on the subject of CSA flags,insignia, uniforms, regalia, etc. about what he knew reference that precise subject.
Mr Cannon's comment was that he BELIEVED that REL was "too modest to wear the insignia of a full GO". i think that the REAL answer was known ONLY to General Lee.
it is TRUE that he wore a FULL COL's rank insignia throughout TWBTS, but i simply don't have a better answer than "i don't know, but i suspect "modesty" is the CORRECT answer".
