I’m guessing that the two minority subgroups joined forces, seized control and taxed the majority into submission. When the producers were taxed into submission all three groups proceeded to starve to death.

That one was the Chairman of the Neanderthal House Financial Services Committee in the Neanderthal Congress.
He and his homosexual lover Grog, who worked at a quasi-government housing entity, pushed for a scheme to provide free caves to freeloader Neanderthals. That marked the beginning of the end for Neanderthal society.
