The charges were dropped because a new prosecutor assigned to the case never established jurisdiction in Wake County. The charges were dropped as a result.
Good to know: If one is a cop, beating up a cook and racial slurs gets you jurisdictional technicality walk. If you're a Duke student, a racial slur gets you a never ending nightmare of rape charges even though there isn't a shred of evidence and you're not allowed to speak to investigators. Seems fair???

The more I am thinking about it too, If this was said to Kim at the time, it was only directed at her, so she wouldn't have told the police about it.
But now, that she wants to be important, she is telling it as if to go to motive to cry rape.
