Now let me try to understand. Did this criminal claim he did not know what a top secret security clearance was? Then he further failed to comprehend the penalties for divulging classified info? He got at least a TS clearance as part of his job with NSA, and at least one full BI was run on him, and; now he claims to me mental? That is highly unlikely.
