Right now the uncertainty is both over whether and where.
A big voicemail system has been donated that can provide as many as 75,000 voicemail boxes through 800 numbers. Refugees in the shelters could use this system to leave greetings and receive messages from family. Banks of phones are also being donated. They may need a lot of people to help actually get people enrolled in it.

That's great. I think after all the initial criticism that Americans will rise to the challenge. And that's as it should be. It ~shouldn't~ be the government doing all the work.
