Years ago I was approached by a distressed co-worker, wondering if there were any way he got get rid of some tenants. He bought a two-family house, and rented his upstairs apartment to hearing imparied (Aww, let's be honest..stone deaf) newlyweds.
It seemed like a good idea-After all, they would not be playing loud music at odd hours, etc.!
But it got to the point they were scaring his children, not just by the decible level and frequency, but because of the TYPEs of sounds..."Daddy! He is beating her up again!!!"
I never found out how it was resolved.

Typically, most disputes get settled between neighbors and don't require government intervention. Then they would be about the only things the government here doesn't stick its nose into, it seems to me.

Persson said he's not entirely sure how to help the woman, noting that it's the landlord of the apartment building "whose duty it is to make sure the nuisance stops." Is she sure that the landlord isn't already "taking matters into his own hands", so to speak?

Wow, we lost all our frogs several years ago. They are just now coming back, and not in big numbers. I'd trade a peacock or two for a healthy bunch of froggies!

Oh, heck. I'd have just recorded the 'noise' and played it back at them at 5am, about 120 decibels. :)Try an air-raid or demolitions siren. It actually worked for me!

Don't know. We used to have jillions of little tree frogs but for some reason they all just disappeared about six years ago. My neighbors all say the same thing. We're out in the redwood forest in the mountains. I know that there are frogs elsewhere in the county. It's weird.
