I am told that it is illegal for me to obscure my license plate from law enforcement, whether with an viewing angle restrictive or IR blocking plate cover, a convenient mud splash or even an FOP badge (well maybe not the last). Does the same rule apply for private cameras? Let's say I design a LCD plate cover which quickly alternates between blocking one side or the other of my plate. Visually, it us fast enough so it just dims my plate, but high speed cameras would only see half the plate. Also add some high power IR LEDs around the plate. Now I tie the Flock database into these so the blinking only turns on when I'm in view of one of their cameras. I'm not preventing the police from seeing it, just a private company. “Not the police, just a private company” is the excuse why fourth amendment protections don't apply to them, so can I use it against them?

Would it be illegal to put a clear plate cover over your tag, and then spray an IR reflective coating over it? It would still be visible to any person looking at it and would give no clue to LE.
