You can find declarations of victory in about 12 different directions online.
I looked into methodology recently. The channel you quote has an interesting one. He looks for videos in the various Telegram channels. If they show someone being attacked from a drone and the video and attacking drone were Russian, attacking one or several Ukraine soldiers, he marks on his map that this area is Ukraine occupied. The soldiers were there and that’s his indicator, even if under attack.
And vice versa. If Ukraine drone video shows a building being attacked, he presumes there were Russians inside and therefor that building was occupied.
It’s basically war porn in reverse. If a war porn video is uploaded showing Ukraine forces killing Russians, that defines where the Russians were. And vice versa.
Other channels wait for Ukraine MoD declarations and that becomes their truth, marking the map so. And others wait for Russian MoD declarations and that becomes their truth, marking the map accordingly.
The Dima guy above at least has a methodology that doesn’t lean on obvious propaganda sources like the respective MoD’s.
It’s pretty clear Tulsi Gabbard has been assigned to deal with other locales (like Gaza) but it would be nice to have satellite imagery presented periodically of the lines in Donbas. Truth is a very scarce thing now.

I recently saw a western misinformation clip on how Ukraine will take back Crimea!???? any day now! Even the usual Russia’s economy is collapsing and how the 19th Sanctions package is going work , nevermind the past 18 failed.

The widespread use of drones by both sides has changed the concept of "lines". Now there are extensive areas between both sides where nobody can survive for long, whether they are on foot, on a motorcycle, in a truck, or even in a tank.
Within those areas soldiers from both sides may be present at one point or another, but they have to spend their time underground, in a dugout, a bunker, or a basement.
For a much larger area being present is very dangerous, and it may be 20 kilometers from the "front" line to a place where there is food, water, extra ammunition, and medical aid, and where you can survive above ground for more than a short time.
That is much different from the situation in most recent wars.
