Most election laws have a boundary near the election polling place where it is against the law to electioneer inside of it - but fine outside.
Given there was a long line of students, I'm guessing she was handing out water outside the boundary line, which would be legal.
We need to be careful to focus on all of the things that are truly criminal - otherwise it makes our side look bad and uninformed.
