American Truckers United has learned of a horrific crash caused by a driver from China who obtained a Commercial Driver’s License (CDL) in California despite speaking only Mandarin. This tragic incident occurred on June 4, 2023, in New Mexico.
How many crashes like this have gone unreported? How many truck drivers from China are operating on U.S. roads? Why has the American Trucking Association (ATA) remained silent during this highway safety epidemic?

Enforcing Commonsense Rules of the Road
On April 28, 2025, President Donald Trump signed an executive order while still in office that directs the Department of Transportation (DOT) to enforce existing English-language proficiency requirements for Commercial Driver’s License (CDL) holders. In August 2025, the DOT announced it would withhold federal funding from states that fail to comply with the order.
Key points of Trump’s policy on CDL licenses include:
English proficiency enforcement: The order rescinded 2016 guidance that had relaxed the enforcement of English proficiency requirements for commercial vehicle drivers. New guidelines require drivers who fail to demonstrate sufficient English communication skills during a roadside inspection to be immediately placed “out-of-service”. This was put into effect on June 25, 2025.
Response to a fatal crash: This action followed a fatal accident in Florida, in which a trucker who allegedly could not speak English was involved.
Tighter scrutiny of licenses: The executive order also mandated a review of how states, particularly California, Washington, and New Mexico, issue non-domiciled and potentially fraudulent CDLs.
Impact on the trucking industry: This policy shift has forced trucking companies to adjust their hiring and training protocols, especially for non-native English-speaking drivers.
Pro-trucker initiatives: In June 2025, U.S. Transportation Secretary Sean P. Duffy announced a broader “pro-trucker package” that, in addition to the enforcement measures, includes funding for expanding truck parking, reducing regulatory red tape, and launching pilot programs for flexible sleeper berth options.
Legal concerns: The order has prompted questions about its potential impact on existing employment laws, such as Title VII of the Civil Rights Act and the Americans with Disabilities Act (ADA), particularly concerning non-discrimination based on national origin.
It’ll take more than that.
IMHO it’s not just a language issue. It’s a matter of bringing 3rd world driving into our 1st world culture.

Specifically, it's about bringing people from cultures who don't believe in God (with the fear of judgement such belief brings).

Other states need to announce they will not recognize a CDL from California and a driver who has only that one is driving without a license.
Not sure just who controls these groups but a lot of them are shady and fly by night. I would not be the least surprised to learn they were tied to foreign drug cartels, organized crime or foreign subversive groups.
The situation is not a positive one for our country. America runs on it's trucking industry so if you are bringing in drugs or contraband or if you are a foreign government who wishes to infiltrate saboteurs or spies trucking is an excellent place to put them.
One thing is certain - about 10-15 years ago organized groups of foreigners began taking over the trucking industry and began filling trucks with foreign born, unqualified truckers and non English speaking truckers starting with the independents and it's really become pervasive.
This needs to be investigated.

We tend to forget that driving is a moral act. Even in performing something as routine as driving a motor vehicle, we take on a responsibility to others (as well as to ourselves, of course).

I believe very state is issuing to people that are not English speakers.
Last year when I renewed my CDL, Oklahoma had people directing Spanish speaking drivers. They had already taken the written and road test, and were being issued CDL’s
State employee told me they had 1 year to become competent in English.
I think this may be a DOT directive.

Frightening. If there’s no incentive to learn English...learn it so you can get the CDL...what are the odds they’ll apply themselves and learn it? Absolutely crazy.
Retest everyone ASAP.
I asked a retired CDL holder why practically every big truck looked like it was being driven by a seventy-year-old. He said his company couldn’t hire younger drivers as they couldn’t pass the drug tests.
Pot, for example, is not actually “legal” here. I smell it in practically every parking lot. My head is on a swivel walking through Walmart and Circle K’s lots.
Federalize CDLs since they’re driving on interstate highways. You simply have to take away blue shitholes’ ability to hand out these licenses. They’ve proven they cannot be trusted not to stab American truckers in the back with cheap foreign labor and thereby endanger everybody on the road.
From a buddy yesterday who’s a trucker:
I spent the night at a weigh station in Florida last night. When I left this morning, there was a worker standing outside at the scale talking to each truck that came in. That’s not normal—I’m guessing ELP testing drivers.
This in FL. ELP = English Language Proficiency.
