The professors can say whatever they want.
The taxpayers are not required to fund them however.
Keep cutting and slashing the budget until the university fires them.

I was university faculty. No they cannot. You especially cannot threaten lives by implication.
That will up the decibel level times ten.
The professors have tenure, at least some of them do, so they are on the university dole for life.
The way some departments deal with troublesome professors is to assign them less desirable teaching positions or schedule no classes at all for them.
When I was an undergraduate we had a professor who was left teaching obscure classes nobody was interested in (chemistry of olfaction was one). He wasn’t troublesome but he was underperforming in grants, research and teaching ability.
