She is completely wrong. Had the perp been arrested and kept in jail for a previous crime, 13 more crimes would have been prevented. Tens, if not hundreds of thousands of dollars would have been saved from prosecuting those 13 crimes.
Even more revealing is NYC transit. 63 people are responsible for 1000 crimes. Arresting and jailing only 63 would prevent well over 1000 crimes. Minimal jail space would be used to take a large chunk out of crime.

He should sue the system that just kept letting him go, causing him to create worse crimes. He wants to.live in prison, so by not jailing and prosecuting him, he had to be even more heinous. It’s the system’s fault he had to resort to.murder to finally be locked up! /s
