He may not be able to read road signs, but he could still use them to navigate as signpots.

1978, upon arriving at a US base in Germany...we were given a 50-page booklet on German road situations...which included two pages of ‘signs’ and meanings (all in English).
The test was divided into two pieces. You had around 40 minutes to test on 100 signs and select the appropriate application...which 30-percent of people failed on the first try. The second was the 50-question quiz on rules of the road (again, in English). Around 10-percent of folks failed this test, and tested a 2nd (even a 3rd time).
I could see where California applied the training and testing in some Indian language form. But I’d wonder about the degree of training and harshness of the test.
Probably needs a federal investigation, and likely dismissal of 10,000 trucker licenses if proven that it was marginally working as a program.
(Footnote, I worked with a NCO whose dad was not capable of reading...yet was a truck driver for 10 years...when his wife made a big deal about this and forced him to learn how to read.)

I agree. The feds should set up random mobile testing centers at truck stops across the country and test every trucker they come across.
Maybe they gave him a license, so he wouldn’t claim they were racists.
George Ryan went to jail for stuff like this. His cell is currently available. It’s in Illinois, which is an approved destination for democrats avoiding things like being in session.

It isn’t. The question was asked how he could get around without being able to read those signs and I gave my answer. They are still useful landmarks, even if you have no idea what they say.
