But the issue is if you don't prosecute this, you are essentially legalizing throwing anything except a deadly weapon cops. That harassment/abuse would make it much more difficult to cops to perform their jobs.

On the other hand, in a split-second situation, how does the person on the other end of this know it's a sandwich and not a bomb or a container of acid? Sounds like a real opportunity for some schmuck to get himself shot for doing something stupid in the heat of the moment.
