Send to John Roberts. He appears to be clueless on Constitutional matters.

State and federal representatives are only supposed to represent citizens, so there’s no point in counting non-citizens for apportionment.

They should exclude all aliens. Even the legal and permanent ones.
District allocation should be based on CITIZENS Only!
