It's not treason to disagree with a public official, think he's incompetent, or try to pressure him to resign or be removed. The civilians involved can't be prosecuted for that, although they can certainly be fired.

But for active duty senior military officers (or any officers, for that matter) to conspire against the SecDef is a clear violation of the UCMJ for which they can be prosecuted.
